The CNCU

The National Council of Consumers and Users (CNCU) represents the consumers’ and users’ associations nationwide and was founded with the law 281/1998.
The tasks assigned by the council’s legislator aim to improve and strengthen the consumer’s position on the market.
The council is part of the Ministry of Econimic Development and its chair is held by the Minister or one of his delegates. The mandate of CNCU lasts for three years according to the decree law of July 28th, 2006.
At the moment the council is composed of 16 recognized associations, that follow the criteria established in the article 137 of the law 206/2005 (ex article 5 of the law 281/98) and of a representative member of the regions and autonomous provinces, who is elected by the Regions-State Conference.

ACTIVITIES

The CNCU’s tasks explained in the article 136 of the law 206/2005 are mainly consultative, suggesting and promoting the consumers’ and users’ rights.

The CNCU can also:
- express its opinions concerning the Government’s bills or the Parliament’s initiatives, or the regulations regarding consumers’ and users’ rights and interests;
- be summoned in hearings by institutions;
- consult members of various institutions, associations and companies’ representatives in order to investigate specific issues;
- sign protocols of agreement with institutions, companies and associations to define and develop programmes aimed at protecting and informing the consumers about their rights and services for public utility;
- encourage the coordination among national, regional and European policies on consumer matters;
- promote studies, research and information on consumer issues and rights of consumers.

The CNCU arranges a plenary session once a month and develops its activity also through working groups to discuss the following themes:

- Consumerism
- Liberalization of public services
- Food processing
- Product safety and quality
- Environmental and health protection
- Credit system and financial services
- Insurances
- Relationship with the Regions
- International relations
- Access to legal system
- Corporate social responsability
